I have been reading the book, "SAFE PASSAGE: THE TRANSITION FROM BRITISH TO AMERICAN HEGEMONY". The author, Kori Schake put forth the history of the one peaceful hegemonic transition which the author has identified. She suggests several observations, of which I am listing some. The most interesting ones for me are:
2. She points out that they are all very painfully violent.
3. She claims that the transition from the hegemony of England to the hegemony of the United States is the only peaceful transition in the history of the earth or ever will be.
4. She claims that the hegemonic transition from the hegemony of the United States over the past 100 years to the Chinese hegemony will not be a peaceful one.
I could not disagree more. Without explaining how I have come to this conclusion, I offer the following ideas of what could happen:
| Continental Europe |
| Russia |
2. Asia will strengthen its position as the judge who will adjudicate the constant competition for dominance. China, like most of Asia, does not believe in anyone people or person dominating. Rather, they believe in the worth of the individual, one on one relationship, the structure of family and the familial support of society. There is a fundamental belief in most of Asia that there should be no movement unless the whole supports the movement. This is completely congruent with their law as the Architects of World Governance. They will always be the ones working for harmony among all.

3. The United States will continue to be the place where the law is Enforced. They will be sure the job gets done. They won't decide what the law will be, but they will set the rules for how the project is accomplished. The rules of how the law will be enforced will follow the basic laws of the Universe which are given to us by Physics and the Science of Math.

New found power of the Orthodox Christians who want to reestablish the theocracy of Imperialist Russia will try to make Russia into an Enforcer. However, because they are as much Asian as European, they will remain unorganized, divided between the two roles of Evaluators and Architects.
I believe it is the chaos over Russia's role which will drive the nations of the earth to the table of negotiation where their roles can be redefined and clarified. Enforcer became the role of the North American Nations when that Continent finally became a world player in 1492.

However, in their quiet way, they will bring force and power to change the way the business of the world is done. They will do this through their understanding of spiritual matters

The continents of the Southern Hemisphere are the ones who will calm the waters of the storms which will rage between Europe, Asia and North America. And they will be the ones who will disrupt the old way of doing business. They will no longer tolerate the bullying and cruelty of the various hegemonic nations of the past.
The conclusion I put forth is that the next hegemonic transition will not be from the United States to China. China has long been refining her role as well as the roles played by every nation in the community of nations around the world. And soon, China will more fully and actively play her role as Architect. She will instruct all as to how best to bring harmony. She is learning even now how to adapt her message of harmony to different geographic regions of the world.
China has always been very much interested in harmony. However, there may be one last strike for power we will have to deal with that will be more dangerous than anything we might fear from China. I think China will not use nuclear arms to actually destroy an enemy. It would be a direct strike at the harmony China is always striving to establish.

I think Russia, with her tiny population, will seek to establish dominance in her beloved imaginary role of enforcer for the world. It is Russia we need to focus on and prepare to usher into the 21st Century. It is the backward and uneducated Russia which will be seduced to think that there will be no consequences to a few nuclear bombs going off to establish her dominant position of power in the world. This is the potential for war we need to be aware of and concerned about.
